Scope and Contents

The Jolene Unsoeld Papers document the public service career of Jolene Unsoled from 1970 to 2003. The collection is divided into records groups consistent with time periods of her career. With the exception of Records Group V: Political Activities, which spans multiple portions of her public service career. In addition Series I: Speeches spans more than one portion of her career. The majority of the papers document her work as an advocate of the environment weather she was working in a civil capacity or as an unpaid advocate or lobbyist. In addition, a large portion of her early papers document her work in public disclosure of campaign donations.

Biographical Note

Jolene Unsoeld was born Jolene Bishoprick 3 December 1931 to Stanley and Cora in Corvallis, OR. She attended Oregon State University, where she met William Unsoeld. They married in 1951and had four children. The family moved to Katmandu, Nepal in 1962 where she worked as director of an English-language institute until 1967. In 1971 the family relocated to Olympia, WA. During the 1970's, she became a community lobbyist, successfully lobbying for initiative 276, a bill which required the disclosure of campaign contributions and created the Washington Public Disclosure Commission. In 1976 her daughter Nanda Nevi died and in 1979 her husband Willi died; both while mountaineering. From 1980 to 1988 she served on the Democratic National Committee. In 1984 she became the state representative for the 22nd district where she specialized in environmental issues. In 1988 she successfully ran for a seat in the One Hundred First Congress as a Democrat. She was reelected for both the One Hundred Second and Third Congresses but was unsuccessful for reelection to the One Hundred and Fourth Congress. She held her seat from 1989 to 1995. While in congress she was assigned to the Merchant Marine and Fisheries Committee and Education and Labor Committee. After her terms in Congress she has continued her work as an advocate for the environment and open government. She was a Fellow at the Institute of Politics at the John F. Kennedy School of Government in 1995, served on the Washington Fish and Wildlife Commission from 1995 to 1998, and served on the American Civil Liberties Union of Washington from 2000-2003. She also challenged Thurston County's attempt to violate the state growth management act.

Subgroup V: Public Disclosure Commission is further subdivided into five series: Series I: Disclosure Violations; Series II: Public Disclosure Issues; Series III: Public Disclosure Agency Files; Series IV: Ethics; and Series V: Public Disclosure Commission Minutes.

Subgroup VI: Court Cases is further subdivided into three series: Series I: Hoppe v. Seattle Post-Intelligencer; Series II: Seattle Police Intelligence; and Series III: Democratic Party.

Subgroup VII: Washington State Utilities and Transportation is further subdivided into three series: Series I: Utilities; Series II: Testimony & Hearings: PNB, PP&L, and WA Water & Power; and Series III: Pacific NW Bell Rate Increase Hearing.

Records Group II: Legislative Papers (District 22 Representative) is divided into twelve subgroups: Subgroup I: Clean Water Legislation; Subgroup II: Quality/Pay as You Go Pollution; Subgroup III: Percival Creek Bridge; Subgroup IV: WA State Utilities and Transport: Public Utilities; Subgroup V: Thurston County Environmental Issues: LOTT; Subgroup VI: Hanford Hazardous Waste and Other Toxics; Subgroup VII: Hanford Nuclear Waste & Clean-up; Subgroup VIII: House Bill 434: Toxics Initiative (Drafts); Subgroup IX: House Bill 434; Subgroup X: Initiative 97; Subgroup XI: Miscellaneous Legislative Files; and Subgroup XII: Tort Reform.

Records Group IV: Post-Government Advocacy and Lobbying is divided into three subgroups: Subgroup I: JFK Institute, Natural Resources, Endangered Species, U.S. Canada; Subgroup II: Wild Salmonid Policy; and Subgroup III: Cooper Point Association.

Subgroup III: Cooper Point Association is further subdivided into seven series: Series I: CPA: D.O.E. Grants; Series II: CPA Cassettetapes; Series III: CPA I: Copies; Series IV: CPA I: Cooper Point Sewage Plan; Series V: CPA II; Series VI: CPA III; and Series VII: CPA/LOTT.

Records Group V: Political Activities is divided into two series: Series I: Thurston County Democratic Party Activities; and, Series II: Campaigning.

Previous Finding Aid
